Spurs are a club with a plan, Whether they get where they want to go is debatable but they have a clear plan of where they want to go and how they plan to get there.

Spurs are an ambitious club whether those ambitions lead to anything or not the intention is clear they want to be the best they can be.
Arsenal intentions are?
To stay in the top 10?
To win as many cups as possible?
To go 30 years with the same manager?

I've no idea where our ambition even begins let alone ends.
