Rather spend £20-30 million on a top-notch CDM like Pogba or Kondogbia than 2 average Premier League players with little resale value.

Oh yeah, because it is much better to acquire Pogba (who plays reserve role in Juventus) or Kondogbia (inexperienced), than an experienced premier league player. These players have not proven themselves "top-notch" yet, so it would be wasteful to throw £20-30 million after them.
