I'm not sure what is involved in a football medical but I assume it's quite rigorous.

Luiz would be a good signing. Scores regularly for a cb, can pass long range and good on the ball. And in fairness for less than 10m its worth a punt. Who else is available that wants to join arsenal?

There are many other examples as well. You can't really fail a medical, it can just throw up issues that might put a team off signing a player.}

I remember George Boyd failing a medical at Forest because they claimed he had poor eye sight, he went to play for Hull and Burnley in the premier league after that :-) .
