Maybe because of the cost of the transfer. Apparently the laws are due to change where players will be automatically granted work permits if the transfer exceeds 10 million.

Wenger said recently that given the transfer value of Paulista the upcoming laws may help their case.

good player, not doubting that, but I would like a more defensive minded player. We have Ramsey, Ox, and Wilshere.
