I am not sure that with all his baggage Usmanov would pass the fit and proper person test, there should be some bright lights shed on his financials. Certainly Abramovich would have never passed. And their two of a kind together with their ties to Shvidler.

I am a financial journalist based in the US, I am also an attorney who does not practice, but I have very close friends both within Arsenal Football Club and as well a number of solicitors who work with the club and there are reasons probably not good enough to supporters but certainly understandable to myself who writes and advises on transactions, that things are becoming more and more difficult to negotiate and sign players.
With respect to Usmanov if that is who you are speaking about, he is in a rightfully very difficult situation of his own making, his financial dealings are more dirty than you can possibly understand, and his has remained very reluctant to have an open battle for the team as he understand that individuals like myself will feast on his dark dealings with provable article after provable article that will cripple his other dealings as well as the way by which he moves around and launders his money, there has been a bit of a quite and tacit unspoken agreement, but when he really comes out of the shadows in an attempt to take over arsenal it will really be the end of him financially.
For the future of arsenal he should be kept as far in the shadows as possible, the premier league is also afraid of what will come out about him. For me personally, it will be a financial windfall, that for the good of the club I have followed for 20 years I hope I never have to begin either writing and or selling, the details I and others have of his dealings, it would be terribly humiliating for the club, the epl and the uk (there are a great many others who deal with him who have a great deal to hide, and hope he keeps a very low profile)
